PRIMARY FUNCTION

The Director, Data & Analytics Lifecycle Management is a key member of the Data & Analytics leadership team and will play a critical role in the overall planning, delivering, and lifecycle management of data products, analytics products, and integration & interoperability products to drive performance, business growth, and value-based care transformation. Reporting to the Chief Data & Analytics Officer, this role will drive the integrated product strategies, product roadmaps, and implementation initiatives that enable business objectives and data lifecycle management capabilities of the organization. Responsible for evolving and maturing people, process, and technology capabilities of the Data & Analytics operating model, including data governance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

This list may not include all of the duties that may be assigned.

1. Lead data & analytics product strategies, roadmaps, and implementation initiatives to drive enterprise data products (data lake, data warehouse, data services) and analytics products (dashboards & reports, and predictive analytics) to enable performance, growth, and value-based care transformation.

2. Lead enterprise data governance and data lifecycle management strategies, roadmaps, and implementation initiatives to drive normalized data definitions and deliver enterprise core KPIs.

3. Lead integration & interoperability product strategies, roadmaps, and implementation initiatives to drive internal and external data and system integrations for enabling value-based care transformation.

4. Plan and deliver data & analytics products using multiple technologies, such as Azure Cloud, Databricks Delta Lake, Databricks Sparks, Azure Synapse, RDBMS, NoSQL, and other Azure cloud platform services in the data & analytics technology stack.

5. Plan and deliver integration & interoperability platform capabilities, including batch integrations (HL7 v2/3, others), application/API integrations (API Gateways, HL7 FHIR, others), partner Integrations (HL7 v2/3, FHIR, EDI, etc.), and other integration apps.

6. Plan and deliver solutions for various integration use cases, including app integrations (e.g., EMR, EMPI, Alerts/Notifications, etc.), analytics integrations (e.g., Data Lake, HIE, Alerts/Notifications, etc.), and data integration (e.g., Batch/APIs).

7. Plan and deliver technology enablement for integration & interoperability, using healthcare technologies, such as Mirth Connect/HL7, Azure API Gateway, Azure FHIR Server, Data Exchange Standards, etc.

8. Implement solution design, development, and QA best practices towards in delivery of robust enterprise-scale data products and data lifecycle management capabilities, including master data, reference data, metadata, data quality, and lineage.

9. Constantly evolve and mature people, process, and technology capabilities, as part of the Data & Analytics operating model.

10. Own and manage SLAs, KPIs, and critical success factors for data platforms, data services, delivery & support processes, and operations.

11. Manage professional services vendor engagement for planning, delivery, and support of data products, analytics products, and integration & interoperability products and lifecycle management process.

12. Manage FTEs, contractors, and other onshore and offshore resources. Plan and manage resource and talent needs to successfully drive product delivery initiatives.

13. Engage with cross-functional leaders to identify pain points, business & technical requirements, and to design data solutions using best-practice patterns and modern architecture.

14. Deploy, automate, maintain, and manage production solutions to ensure the availability, performance, scalability, and security of production systems.

SUPERVISORY RESPONSIBILITIES

Leads solution developers. Responsible for hiring and terminating employees, evaluating employee performance, and completing annual evaluations.

QUALIFICATIONS

EDUCATION: BA or BS degree in Computer Science, Information Systems, Business, or related field required. MS in business or technology management disciplines is desirable.

EXPERIENCE:• Minimum 10 years of leadership and program management experience in an enterprise IT environment required. This includes program leadership and management in a cross-functional and matrix environment, including planning and tracking of scope, resources, delivery costs, and timelines.• Minimum of 10 years of healthcare industry experience in planning, delivery, and lifecycle management of Health IT products and capabilities.• Minimum of 5 years of experience in technology product strategy, product roadmaps, product development, and product lifecycle management using modern methodologies, such as Agile and iterative development.

Makes decisions affecting business operations to a substantial degree including finances, operations, and policies and procedures.• Provides strategic leadership.• Effective communication and collaboration with internal cross functional teams, leadership team, technology partners & vendors, and end users.• Ability to influence decisions related to product strategy & roadmaps, use cases, and platform capabilities.• Excellent analytical, organizational skills and ability to work in a startup environment and to deliver on tight deadlines using Agile practices.• Strong problem-solving, critical thinking, verbal, and written communication skills.• Ability to drive decision velocity; fill gaps and seek additional resources internally or through partners to quickly knock down barriers and execute.• Effective communication with both technical and non-technical leadership. Ability to communicate complex concepts in clear and concise language, adapting to a variety of audiences.• Ability to work collaboratively with all levels of stakeholders internally and externally.• Ability to think creatively and to drive innovation and develop and lead innovative, actionable, vision-driven initiative in collaborative environments to engage, inspire, and influence stakeholders and staff.• Ability to mentor, coach and provide appropriate guidance/direction/feedback to others.
