Job Description:
JOB PURPOSE:
To direct & oversee the Data Governance Office at department level to ensure Data Governance Framework is deployed and supported to meet organization goals and requirements. Develops and implements Data Governance processes and policies, directs Data Management, PM and Organizational Change Management (OCM) staff, and works with other department leaders to define, prioritize, and develop deployments and operational focus areas. Creates functional strategies and specific objectives for the sub-functions and develops budgets/policies/procedures to support the functional infrastructure.
JOB DUTIES:
Direct and lead enterprise Data Governance Transformation with broad responsibility for ensuring deployment and process adherence. The incumbent works with all levels of management, to communicate, drive and execute Data Governance and continuous improvement processes that obtains measurable value to the Enterprise. He/she is responsible for:

  • Definition and maintenance of the Data Governance Framework and processes
  • Supporting the successful deployment of Data Governance undertaken by the department through effective facilitation, tracking and reporting
  • Assisting with advising managers and teams on the best use of Data Governance disciplines and approaches and act as the first point of contact for any program queries
  • Data Governance Strategy, Organizational Change Management, and communications
  • Consult and support Cat Digital to ensure products and services meet legal and regulatory compliance.


People/Team related activities:

  • Assist and advise Project Sponsors, Division Managers, and teams to the best use of Data Governance disciplines and approaches within a fast-paced, high tech environment
  • Assist and advise Digital Product Managers, Digital Engineering Managers and other accountable digital leaders to ensure understanding, awareness and proper treatment for issues of legal and regulatory compliance
  • Develop positive relationships with Data Owners, Stewards, Curators, Division Managers, and other digital teams to enable the DGO to provide support including facilitation, tracking and reporting on enterprise Data Governance health and maturity, identification of gaps and remediation planning
  • Support Change Manager managing resource allocation, including adjustments based on emerging business or technical opportunities and challenges
  • Assist with establishing DGO stakeholder management plan and implementation of the communication framework
  • Act as a reference point for DGO queries and information and an advocate for best practices in Data Governance
  • Share lessons learned and best practices across domains, building relationships with stakeholders and brokering relationships at all levels


Products, Services, and Operations:

  • Responsible for the establishment and management of a Data Governance methodology incorporating structures, standards, processes, documentation and reporting which is agile, fits the needs of the domain and puts emphasis on the quality of decision making and timely domain management
  • Establishes and manages processes supporting Data Governance and accountable leaders and stakeholders, streamlining communications between Managers and deployment sponsors and empowering the strategic and functional roles to engage in meaningful and efficient debate of priorities and resource availability
  • Maintain processes to ensure Data Governance Deployment documentation, reports and plans are relevant, accurate and complete
  • Maintain and update the Data Governance framework and disciplines necessary to support the enterprise in proper data management practices to treat data as an enterprise asset.


Financial and Risk Management:

  • Track and report on enterprise Data Governance performance, providing a real-time, comprehensive, and prioritized view of all domains, deployments and relative maturity.
  • Advise and support Data Owners, Stewards and Curators to ensure achievement of cost efficiency and acting to correct any adverse variances.


Employee is also responsible for performing other job duties as assigned by Caterpillar management from time to time.
BACKGROUND/EXPERIENCE:
Required Qualifications:

  • The position typically requires a college or university degree or certification that is equivalent.
  • 15+ years of large cross functional programs or projects management experience working with software engineering teams in an agile environment
  • 8 years or more of experience in managing or leading digital or IT relate4d program management teams.
  • Proven experience with project management concepts including project charters, scheduling and planning projects and successful completion


Top Candidates will also have:

  • Masters' degree in computer science, information systems, or closely related disciplines
  • Fundamental Data Management and/or Data Governance experience
  • Excellent interpersonal skills are required in order to deal with sensitive issues, develop others, or influence others inside and outside the department to take specific actions within a fast-paced, high tech environment.
  • Should have strong program management skills, team leadership skills, excellent communication skills, ability to multitask effectively, strong analytical and organizational skills.
  • Strong communication and presentation skills
  • Change Management Certification preferred
  • Six Sigma Black Belt Certification desirable
