POSITION PURPOSE
Responsible for the daily management of cash in all bank and investment accounts, including the forecasting of cash flows.

NATURE AND SCOPE

  • This role does not manage people
  • This role reports to this job: MANAGER, CASH OPERATIONS
  • Necessary Contacts: In order to effectively fulfill this position the incumbent must be in contact with:

    All finance personnel, district offices, financial institutions, BBS group representatives, customer service, FEP, CMS, IT, Marketing, Brokers, Agents, Reinsurance companies, SNL vendors, Underwriting, Legal, Benefits Administration, Enrollment & Billing and other governmental agencies.



QUALIFICATIONS

Education

  • Bachelor's Degree in accounting or finance required
  • Four years of related experience can be used in lieu of a Bachelor's degree.

Work Experience

  • 3 years of cash management and/or banking experience is required

Skills and Abilities

  • Strong mathematical and analytical skills are required.
  • Must have working knowledge of relative software and office equipment and technical knowledge of the particular work being handled by the assigned work unit.
  • Must have good communication skills.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Prepares daily cash position report which tracks all deposits and disbursements, including claims, for all bank accounts in order to provide status of bank account activity and balance information to upper management. Tracks investment activity as well as line of credit activity to provide status to upper management.
  • Initiates all banking activity, including electronic activity, for cash receipts and disbursements and notifies appropriate finance staff to ensure funds can be timely posted, reconciled, and recorded.Approves certain transactions within the banking platform.
  • Maintains banking relationship with key customer service banking personnel to meet our internal and external needs.
  • Research requests from internal and external customers and complete ad hoc projects as needed.
  • Transfers bank balances between bank accounts and banking institutions when certain cash balances are met per departmental guidelines.
  • Serves as administrator for online banking platforms. Assists employees and BCBSLA TPA's who use the platforms with log ins and adjusting/granting user access as needed.
  • Prepares and maintains daily cash deposit reconciliation reports used for monthly general ledger reporting.
  • Completes daily FEP drawdowns and monitors FEP cash accounts to ensure we maintain appropriate cash balances necessary to cover all FEP checks written against the accounts. If needed, transfers cash from BCBSLA main operating account and makes necessary adjustments to drawdowns to recoup any borrowed funds owed to the company in case there is a problem with the Office of Personnel Management's (OPM) financial system.
  • Performs bank reconciliation between our company's PeopleSoft account and the bank's statement. Imports the bank statement from the banking system; runs queries in PeopleSoft to identify pending and reconciling items that need to be addressed. Reconciles ACHs.
  • Responsible for gathering reports and backup for internal and external audit requests.
