Summary:

SiloSmashers is looking for a Business Systems Analyst to join a large, multi-disciplined program supporting a federal customer. The Business Systems Analyst will support the Program Management Office and provide expertise towards Capital Planning and Investment Control (CPIC), IT Governance and the IT Investment Board (ITIB). Specifically, the Business Systems Analyst will assist in preparation of documentation to support strategic planning, programming, budgeting, and execution, such as OMB Exhibit 300. She/he will also provide cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses in support of CPIC.

The ideal candidate will be self-driven, possess the inherent interest to continue learning new technologies to solve problems and have a collaborative and continual improvement mindset in all facets of the role.

Job Duties:

  • Within the PMO, develop documentation supporting CPIC, ITIB and IT Governance
  • Develop documentation for cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses in support of CPIC.
  • Research best practices, supports collection and analysis of data to detect trends, and makes recommendations. Develops and reviews business cases for IT investments.
  • Supports IT portfolio management and governance of IT investments in accordance with DHS policies and directives.
  • Performs financial and business analysis, risk management and performance measurement, in support of capital planning for IT Investments.
  • Conduct Earned Value Management compliance assessment / Integrated Baseline Reviews. Establishes, monitors, measures, assesses, and evaluates performance metrics for the investment and its programs.
  • Develop and present CPIC training. Create high-impact presentations for senior client leaders.
  • Identify new cost optimization opportunities and risks.
  • Collaborate with other analysts and client to understand the organization's business processes and legacy systems environment.
  • Work independently with minimal guidance from more senior subject matter experts.
  • Review requirements by business process area and develop test scenarios.
  • Execute tests based on Test Plan. Records results. Analyze results to assign Pass/Fail status and create detailed and well-written Test Reports.
  • Elicit and document business intelligence requirements and conceptual designs for new reports, metrics, and dashboards.


Qualifications:

  • Must be a U.S. Citizen
  • Bachelor's Degree
  • TOGAF certification
  • 5+ years of general working experience
  • 4 years of working experience with the CPIC process and managing/supporting large investments.
  • 3+ years of demonstrated experience in Federal IT with Enterprise Architecture engagements either within a consultancy or large Federal government environment. Previous experience in successfully using an EA framework in an enterprise IT context required.
  • Certified Technology Business Management Executive (CTBME) preferred
  • Zachman certification preferred
  • Experience should include use of frameworks, methodologies, and tools, such as Gartner/META, TOGAF, DoDAF, FEA, Zachman.
  • Experience implementing use of Technology Business Management (TBM) tools (i.e. Apptio, CostPerform).
  • Demonstrated outstanding level of professionalism in providing project review support, including ability to exercise good judgment, discretion, tact, and diplomacy supporting the federal workspace
  • Strong analytical, problem-solving, and decision-making capabilities
  • Solid Excel and Visio skills

  • Team player with the ability to work in a fast-paced environment with a continuous process improvement culture
  • Ability to multi-task in a fast-paced environment
  • Sound business ethics, including the protection of proprietary and confidential information
  • Excellent written and verbal communication skills; ability to understand and effectively communicate technical concepts in a compelling, persuasive manner to non-technical persons.
  • Excellent ability to interact skillfully and diplomatically with numerous counterparts and rapport, including contract stakeholders and government representatives
  • Capable of working under tight deadlines and on several projects simultaneously.
  • Excellent time and resource management skills.
  • Proficiency in MS Office applications.
  • Ability to work independently and function effectively as a member of a team and adhere to strict deadlines.
  • Ability to understand and communicate technical/business solutions to personnel at all levels of the organization.
  • Must be able to demonstrate extremely strong interpersonal skills, initiative, and work ethic
  • Ability to work odd hours outside of standard schedule as needed, e.g. weekends or after normal work hours.
