Job Description:

HTC Global seeks an experienced IT Business Analyst to join the Program Office (PMO). This Business Analyst will be joining the PMO's Business Integration Strategy and Compliance team to support technical and business project teams and tasks. The Analyst will be a strong communicator and have the interpersonal skills needed to facilitate business process analysis, requirements gathering, and to create system and business process models to ensure effective implementations of Technology systems. The role will report directly to the Product Portfolio Manager and will require experience with Waterfall and Agile Methodologies, a strong understanding of State and Commercial Operations and Waiver Programs, and modular approaches to business integration, e.g Operations Management, Managed Care Organizations (MCO), Member Management, Finance Management, Provider Enrollment, Claim Adjudication, Reference, Decision Support Systems, Business Rules, Federal and State regulations, MITA 3.0 and related processes.

Responsibilities:

  • Information Gathering.
  • Identification of Key stakeholders.
  • Identification and documentation of business objectives.
  • Feasibility Study and Alternatives Analysis.
  • Scope Definition.
  • Definition of Delivery Plan.
  • Definition of project and product requirements.
  • Implementation and evaluation activities.
  • Documenting use cases.
  • Development of test cases for UAT.
  • Play a key role in supporting the Product Management team with analysis of business processes and recommend technology and process improvements to enhance efficiency, improve workflow and solve problems.
  • Interview and assess business personnel to research and develop business rules and requirements.
  • Understand and articulate customer's strategic direction and recommend technology solutions and business processes that align with that direction.
  • Mining of laws, regulations, and policy documents to ensure compliance and performance standards adherence.
  • Perform feasibility studies and alternative analysis.
  • Gather business objectives and requirements, and translate them into functional/non-functional requirements and specifications.
  • Gather information on changes to applications, assess those changes for items which affect business users and communicate changes to the users.
  • Develop user stories, standard operating procedures (SOP), processes and test plans.
  • Develop use cases and test cases.
  • Assist business users with gaps in knowledge about IT systems and provide strong user support.
  • Assist IT staff with gaps in knowledge about business requirements.
  • Participate in Joint Application Design (JAD) sessions with the Product Management team and business stakeholders.
  • Serve as team expert for functional business processes and modernization.
  • Clearly communicate complex information technology concepts and terminologies with a diverse group of end users, including Senior Leadership, IT Technical staff, Non-Technical staff, and vendors.
  • Collaborate with various programs, resources, and stakeholders to identify best practices.
  • Deliver a high level of customer service by responding to inquiries and resolving issues in a timely manner.
  • Perform amongst multiple priorities and/or projects simultaneously without impact to quality of work.
  • Familiar with Waterfall/Agile Methodology as it relates to completing sprints and working on tasks.
  • Strong Understanding of State/Commercial Medicaid Operations and Waiver Programs.


Skills and Experience:

  • Must have strong analytical skills, the ability to think logically, and must be a self-starter able to research and find solutions independently.
  • Strong user support and interpersonal skills are required.
  • Must have experience in performing detailed analysis and creating documentation.
  • Experience and ability to research and document business rules/requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
  • Develop business rules and requirements via interviews with stakeholders, translation of governing documents and other means.
  • Gather business requirements and translate them into functional/non-functional requirement/specifications developing user stories, acceptance criteria.
  • Gather information on changes to applications, assess those changes for items which affect business users, and communicate changes to the users.
  • Assist business users with gaps in knowledge about it systems, and its staff with gaps in knowledge about business requirements.
  • Develop user stories, standard operating procedures, processes, and test plans.
  • Participate in Joint Application Design (JAD) sessions with the Product Owners and business stakeholders.
  • Serve as team expert with the modernization of the programs.
  • Experience with business integration with a modular approach e.g. Operations Management, Managed Care Organizations (MCO), Member Management, Financial Management, Provider Enrollment, Claim Adjudication, Reference, Waiver Programs, Business Rules, Decision Support Systems, Federal and State regulations, MITA 3.0, and related topics.


Qualification:

  • Bachelor's degree or equivalent practical experience.
