THIS JOB DESCRIPTION DOES NOT ATTEMPT TO LIST ALL OF THE DUTIES THAT ARE OR MAY BE PERFORMED IN THIS POSITION

This position’s focus will be on the development, coordination, administration, and evaluation of the division’s RP (Recommended Practice) 1162, Public Awareness Programs for Operators.  This person will provide support, baseline compliance activities, and outreach across the four stakeholder groups (general public, emergency responders, local officials, and excavators). This position may be based out of Dallas LC or one of the metro services centers, depending on space availability.

Knowledge of pipeline compliance regulations and RP 1162 preferred.

Public speaking and technical writing experience preferred.

This position will have occasional travel within the division with some events outside of normal working hours.

Primary Duties
1. Monitors and supports compliance with Division Operator Qualification (OQ) and other certification programs.
2. Communicates compliance needs and status reports with supervisors.
3. Assists local management and supervision and/or schedules employee OQ training and evaluations for field personnel.
4. Assists local management and supervision and/or schedules steel welder and all other joiner certifications instruction, observation, and testing of welds/joints for field personnel (may include contractors).
5. Monitors contractor OQ records.
6. Communicates, coordinates and supports various compliance activities and programs.
7. Monitors compliance activities and orders to ensure compliance schedules.
8. Performs Pipeline Integrity Management (PIM) and Distribution Integrity Management (DIM) analysis.
9. Conducts field inspections, which involves observing employees and contractors performing operating and maintenance functions (covered tasks) on pipeline facilities.
10. Monitors and communicates compliance-related developments and changes in regulatory requirements, company policies and procedures, and/or manufacturers' practices, to managers, supervisors, and field personnel.
11. Incumbent must be self directed, have excellent organizational skills, and have the ability to handle multiple tasks simultaneously.
MINIMUM REQUIREMENTS
EDUCATIONAL / EXPERIENCE LEVEL:
1. Bachelor's degree in Business Administration or a related field and a minimum of two years progressively responsible experience in compliance, natural gas distribution or a related field; or
2. A general educational knowledge normally acquired through a high school diploma or a General Equivalency Diploma (GED) and four years progressively responsible experience in compliance, natural gas distribution or a related field.
COMMUNICATION SKILLS:
Requires excellent communication and interpersonal skills, with the ability to influence, motivate and build consensus with internal and external customers in order to obtain and/or provide explanations, and modifications, on technical or other complex concepts to individuals with varying degrees of topic knowledge.
NUMERIC SKILLS:
Requires the ability to perform analysis, involving ratios, percentages, and simple statistical methods.
COMPUTER SKILLS:
Requires proficient knowledge of Microsoft Office applications (Word, Excel, Power Point, and Outlook) to create documents, reports, graphs, presentations and emails.
WORK CONDITIONS:
1. Primary job responsibilities require work inside and outside an office environment.
2. Overnight travel required.
3. Requires occasionally performing activities including, but not limited to bending, stooping, grasping, reaching, twisting, turning and/or lifting.
