ICF seeks an experienced Project Manager professional to work in the Housing and Community Development Group (HCD) supporting post-disaster community recovery efforts by providing high quality and effective technical assistance (TA). 

You should have in-depth experience in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as other applicable Federal disaster recovery cross-cutting regulations.

This position is an ONSITE opportunity in Frankfort, Kentucky

You will work onsite and remotely with senior staff, subject matter experts, and junior staff to provide technical assistance and guidance, develop policies and procedures, and design programs for post-disaster recovery efforts. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials and management/job aid tools, managing staff and subcontractors, working with other TA providers, providing training (in person and via webinars) and TA, and working directly with the client to problem solve as issues arise. 

This is a senior level position requiring the ability to think on one’s feet and adjust to an ever-changing environment. Some travel is required to work with CDBG-DR grantees on site and to provide training. The amount of travel and locations will vary based upon client/TA recipient needs but will average approximately 30-50% of total time. 

Key Responsibilities: 

  • Provide training and technical assistance in the field of housing, economic development, and/or community development. 
  • Provide overall leadership to teams (internal and external) that are assisting and implementing post-disaster recovery efforts. 
  • Work as part of a team providing expert services to support housing, community and economic development programs that are part of overall disaster recovery efforts. 
  • Provide guidance and expertise on applicable Federal regulations and requirements and understand how they interplay with program design, implementation, and oversight of recovery programs. These regulations and requirements include CDBG-DR, cross cutting Federal requirements (e.g., environmental review, labor standards, acquisition/relocation, fair housing), duplication of benefits, and others. 
  • Help refine and improve program procedures and processes for implementation. 
  • Work with staff to set up and effectively utilize systems and be able to interpret and apply the regulations within the context of these systems. 
  • Help implement CDBG-DR funded programs. 
  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products. 
  • Develop written products and tools for grantee policies and procedures, program implementation, and design. 

Minimum Qualifications: 

  • Bachelor’s degree in Planning, Public Policy, Government, or a related discipline. 
  • 5+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation. 
  • 3+ years of experience providing training and technical assistance in the field of disaster recovery, affordable housing, economic development and/or community development. 
  • 3+ years of experience with the development of disaster recovery, housing, and community/economic development subject-related materials, such as training materials and technical assistance deliverables (e.g., policies/procedures, process mapping, job aid tools). 

Preferred Skills/Experience: 

  • Master's degree in Planning, Public Policy, Government, or a related discipline. 
  • Solid knowledge of how housing and community and economic development programs are implemented at the state and local level.
  • Disaster recovery experience at the grantee level or with a consulting firm that has worked directly with CDBG-DR grantees. 
  • Project and personnel management skills and experience. 
  • Experience with HUD CDBG-DR and CDBG programs, including cross-cutting federal regulations. 
  • Business capture and development and proposal writing experience. 

Professional Skills: 

  • Excellent verbal, interpersonal and written communication skills. 
  • Strong analytical, problem-solving, and decision-making capabilities. 
  • Team player with the ability to work in a fast-paced environment. 
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$58,430.00 - $99,331.00
