Job Description

Job Summary:

The Assistant Resident Engineer - Sewer is responsible for supporting the Resident Engineer in the management and supervision of sewerage system construction and maintenance for infrastructure projects. This role involves ensuring that sewer works, including pipelines, manholes, pumping stations, and treatment systems, are executed in compliance with design specifications, regulatory standards, and safety guidelines. The Assistant Resident Engineer assists in monitoring construction activities, coordinating with contractors, performing inspections, and ensuring the overall quality of the sewer systems' installation.

Key Job Duties:

  • Site Supervision & Quality Control:
    • Assist the Resident Engineer in overseeing the construction of sewer systems, including pipelines, manholes, sewer lines, and pumping stations.
    • Conduct regular site inspections to ensure sewer works are carried out as per design documents, specifications, and relevant safety standards.
    • Ensure compliance with all applicable codes, regulations, and industry standards for sewer construction.
  • Technical Support & Coordination:
    • Provide technical guidance and support to the project team and contractors regarding sewer construction methods, materials, and specifications.
    • Assist in troubleshooting technical issues related to sewer systems and provide solutions to ensure seamless construction execution.
    • Coordinate with contractors, consultants, and stakeholders to ensure the smooth flow of work and resolution of technical challenges.
  • Material & Equipment Inspection:
    • Supervise the inspection of sewer system materials, such as pipes, fittings, and manholes, to ensure compliance with approved quality standards and specifications.
    • Ensure that construction equipment used for sewer works is maintained and operated efficiently and safely.
  • Inspection & Testing:
    • Assist in overseeing the testing and commissioning of sewer systems, including pressure testing and leakage testing, to ensure compliance with design and operational standards.
    • Ensure all necessary tests are conducted and documented, and that any issues identified during testing are promptly addressed.
  • Health & Safety Compliance:
    • Ensure that all sewer construction activities are carried out in compliance with safety regulations and site-specific safety plans.
    • Monitor site safety for potential hazards related to sewer works, such as trenching, confined spaces, and hazardous materials, and enforce corrective measures as needed.
    • Conduct safety audits and attend safety meetings to maintain a safe working environment.
  • Documentation & Reporting:
    • Maintain accurate records of sewer construction activities, including progress reports, material approvals, test results, and any issues or delays.
    • Document all site conditions, change orders, or discrepancies from the approved design and report to the Resident Engineer.
    • Prepare daily or weekly reports for project management, documenting the status of sewer works and any outstanding issues or risks.
  • Schedule & Progress Monitoring:
    • Assist in tracking the progress of sewer construction to ensure activities are completed within the agreed schedule.
    • Identify delays or issues affecting the schedule and collaborate with contractors to resolve them and keep the project on track.
  • Stakeholder & Contractor Communication:
    • Serve as a liaison between the Resident Engineer, contractors, consultants, and stakeholders to ensure effective communication regarding sewer works.
    • Attend site meetings and report on progress, challenges, and solutions for sewer system construction.
  • Environmental & Regulatory Compliance:
    • Ensure that all sewer works comply with environmental regulations, including stormwater management, wastewater disposal, and pollution control.
    • Ensure proper handling and disposal of hazardous materials during sewer system construction.
  • Submittal Reviews & Approvals:
    • Assist in reviewing contractor submittals for sewer systems, such as material samples, method statements, and shop drawings, to ensure they align with project requirements and design specifications.
    • Approve submittals for sewer-related works in line with the contract and regulatory standards.
  • Project Closeout & Handover:
    • Assist in conducting final inspections of completed sewer systems, ensuring all works are complete and meet the required standards.
    • Ensure the proper documentation for handover, including as-built drawings, test results, and operation manuals for the completed sewer system.
  • Continuous Improvement:
    • Provide feedback on construction processes, identifying areas for improvement in terms of quality, efficiency, and safety in sewer works.
    • Stay informed on industry trends, innovations, and regulatory updates to ensure the sewer system meets modern standards and best practices.

Qualifications

  • Bachelor's Degree in Civil Engineering with 15+ years of experience in Construction Supervision and Management, including roles as Senior Engineer or Assistant Resident Engineer.
  • Proven track record managing complex sewer system projects, with in-depth knowledge of relevant codes and regulations.
  • Strong leadership, communication, analytical, and problem-solving skills, with the ability to make critical decisions under pressure.
  • Commitment to maintaining high standards of safety and quality in all aspects of work.
  • Professional Engineering (PE) license is highly desirable.
