ARPA H – Mission Office Acquisition Process Support Specialist
Amentum is looking for experienced personnel to expand our healthcare technology development support capabilities at the Advanced Research Projects Agency for Health (ARPA-H).

We are seeking individuals who have experience providing acquisition coordination support to personnel at a Federal or State agency, preferably one focused on Research & Development (R&D) and/or technology development projects. This position will provide support in an ARPA-H Mission Office to Government office leadership - i.e. the Office Director, Deputy Director, Assistant Director for Program Management (ADPM), and Program Analyst (PA) - as a member of a Front Office team. This role also entails regular interaction with Government Program Managers (PMs) and their support teams to understand their goals, acquisition requirements, and to help them successfully navigate the acquisition process.
Responsibilities will include:
- Assisting Government PMs and their support teams in selecting acquisition approaches for their programs and efforts; supporting them through the related development and approval processes
- Serving as Mission Office POC and coordinator for program and office-wide acquisition processes, and interfacing with Government leadership on process improvements and/or updates as appropriate
- Providing insight and support in drafting, routing, and posting acquisition documentation, solicitations, and announcements
- Managing the Mission Office Innovative Solutions Opening (ISO) process – tracking proposals submitted to the solicitation and coordinating review and potential sponsorship by Mission Office PMs
- Posting synopsis and award announcements on the System for Award Management (SAM) and Federal Grants websites; coordinating, assembling, and updating electronic and hard copy solicitation, contract, and contract-related files
- Providing recommendations and insight on the development, structuring, and execution of procurement contracts, grants, cooperative agreements, and other transactions
- Providing recommendations on source selection policies and processes and supporting their implementation and execution
- Assist in the development and review process for Broad Agency Announcements with the Contracting Officer and technical personnel
Minimum Requirements:
- Bachelor’s degree or higher - substantial relevant occupational experience (~10 or more years) may be considered in lieu of degree requirement
- At least 3 years relevant experience
- General knowledge and experience with acquisition awards such as Broad Agency Announcements, SBIR, Cooperative Agreements and Other Transactions (Section 845 Agreements)
- The demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility Front Office environment
- Ability to work independently or in a team setting as circumstances dictate
- Strong writing skills; highly organized with excellent attention to detail
Highly Desirable Attributes:
- Demonstrated detail working experience knowledge of acquisition documentation – Requests for Information (RFIs), Requests for Proposals (RFPs), Special Notices (SNs), Broad Agency Announcements (BAAs), Justification & Approvals (J&A), Others Transaction
- Experience with use of the Procurement Request Information System Management (PRISM) system to draft contract documents and amendments
- ARPA-H experience, especially familiarity the ISO process and coordinator role
- Other ARPA agency (DARPA, IARPA, ARPA-E, etc.), especially as a Technical Office BAA coordinator or related role
- National Institute of Health (NIH), Department of Health and Human Services (HHS), or Department of Defense (DoD) experience
- Certified Professional Contracts Manager (CPCM) certification
Hybrid and telework options are likely but residence within Washington, DC metropolitan area is desired.
